The DETECTER project consists of 10 work packages. The University of Zurich is handling work package 6 which concerns the use of data mining in counter-terrorist efforts. The primary objectives of the package are to determine the circumstances under which it is permissible under international and European human rights law to use data mining as a counter-terrorism tool and to articulate a set of principles and best practices for the use of data mining in the counter-terrorism context.
The work package aims to produce three deliverables:
- A survey of counter-terrorism data mining programmes;
- An evaluation of the implementation of data mining programmes in the counter-terrorism context;
- A paper offering a set of principles, guidelines and best practices for the human rights compatibility of counter-terrorism data mining.
